Bill Wheatley and Rob Blansfield, Co- Founders of CPAW
Crime Prevention Area Watch (CPAW) was founded in 2001 as an organized way for neighboring communities to come together and pool their resources in order to be the "eyes and ears" of the police. Residential crimes are not unique to, nor contained in, a single neighborhood. Often criminals invade multiple areas at a time. Once contacted and asked for assistance, CPAW members will patrol any neighborhood, whether it is a member of the organization or not.
CPAW and a Block Watch are different in their respective methods of operation. A Block Watch is usually formed in a single community and members report to the police observations made from their homes. CPAW patrols are not confined to an individual neighborhood. They patrol streets in marked cars and report directly to a liaison at the police department via radio. Attending training classes with the New Castle Police Department and background checks are required of all persons accepting patrol assignments. More information is available on the CPAW website.
County Councilman David Tackett- Update on County Issues
- Construction is continuing in the Glasgow Regional Park. The children's playground is almost complete and the plans for the skateboard facility are now available for public viewing. Tuesday, February 5, at 10:30am, there will be a press conference at the park with County Executive Coons
- The deadline to apply for the Senior Tax Exemption is approaching
- Delmarva has a website in order for the public to report street light outages or other electrical problems
- The ordinance concerning home false alarms and the Contractor and Business License Ordinance are now in effect
- The Kent County SPCA now serves the New Castle County area
- The NC County website has a section for reporting and tracking code violations

General Discussion
- Community Emergency Response Training (CERT) classes will be held in February. See NC County website for details
- Storm Water Management Area (SWMA) inspection reports are due by the end of January. These annual reports are due from communities that are part of the Storm Water Amnesty Program and should be submitted to the Special Services Department
- Chief Financial Officer for NCC, Michael Strine, was the featured speaker at the January meeting of the Civic League for New Castle County. He discussed the expenditures and revenues forecasted for 2008-2009 and how they will effect the formation of the county budget. Executive Coons will present the budget in on February 19 at the County Council Meeting.
- Maintenance and Civic Corporations have difficulty recruiting active members. Methods that can be used to be hold boards accountable once in office
- Future meeting topics of interest - Curbside Recycling, a presentation from the Recorder Of Deeds office
